Bharat Assets Protection Institute (B.A.P-I.)
National Resilience | Systemic Protection | Strategic Preparedness
Resilience Through Policy. Protection Through Research. Strategy Through Foresight
The Bharat Assets Protection Institute (B.A.P-I.) aims to emerge as India’s premier research-policy institute focused on national preparedness, strategic foresight, and protective governance. Rooted in the triadic vision of Critical Infrastructure Protection, Strategic Manufacturing Sovereignty, and Resilient Supply Chain Systems, B.A.P-I. functions at the intersection of research, regulation, and readiness. Our purpose is to build sovereign institutional capacity, shape national legislation and policy frameworks, and generate strategic insights for protecting India’s physical, digital, economic, and social infrastructures.
B.A.P-I. is a think-tank, innovation platform, and policy advisory institution all at once—integrating over 120+ thematic research clusters, including cyber-physical security, disaster resilience, digital governance, civil-military logistics, deep-tech sovereignty, MSME capacity, maritime and inland corridor protection, and rural-industrial sustainability.
Critical Infrastructure Governance & Resilience Strategy
B.A.P-I.’s research on critical infrastructure addresses the urgent need to institutionalise protective governance across India’s core sectors energy, water, transport, telecommunications, ICT, banking, public safety, healthcare, maritime assets, inland waterways and civil administration. With the rise of hybrid threats, climate volatility, and cyber-physical disruptions, infrastructure must be redesigned for redundancy, modularity, survivability, and scenario resilience.
Our focus includes:
- National CIPP frameworks, including cybersecurity infrastructure, undersea cable protection, quantum communication networks, cyberspace infrastructure, and forensic analytics systems
- Development of sensor grids, disaster monitoring systems, early warning networks, and climate-adaptive civil protection protocols
- Civil-military infrastructure integration, including standards for command-and-control rooms, strategic coastal defence systems, and internal security technologies
- Application of geospatial intelligence, remote sensing platforms, andlegal-risk governance in infrastructure continuity planning
- Promotion of climate-resilient, ESG-compliant public infrastructure, including smart urban systems, green logistics hubs, and zero-emission industrial zones
- Strengthening of governance in nuclear, pharmaceutical, chemical, and petrochemical sectors, as well as railways, ports, and critical transport systems, supported by redundancy planning, fire safety mechanisms, and multi-modal evacuation logistics
Strategic Manufacturing & Technology Sovereignty
B.A.P-I. treats strategic manufacturing not just as economic production, but as a core national security function. We work on policy frameworks that ensure India's leadership in next-generation manufacturing, reduce import dependency, and build long-term techno-industrial resilience.
This includes research and policy proposals on:
- Semiconductor and electronics ecosystems, including R&D-to-fab commercialisation,import substitution strategies, and critical mineral access frameworks;
- Defence-industrial corridors,aerospace production, and dual-use technology clustersincluding private sector integration and indigenised platforms;
- Emerging areas such as AI-driven robotics, automated quality control, MEMS-sensor innovation, cyber-physical automation, and digital twin infrastructure;
- Support for deep-tech startup ecosystems, commercialisation accelerators, and technology-transfer models for sectors like quantum, bio-pharma, and agro-tech;
- Design of cyber-safe manufacturing zones, fire and disaster compliance protocols, and integrated safety governance in high-risk sectors;
- Advancement of rural-industrialisation including craft infrastructure, handlooms, bio-economy clusters, and value-chain embedded agro-manufacturing;
- Policy integration for electric mobility ecosystems, including battery swapping infrastructure<, green transport nodes>, and electronic system manufacturing units embedded with resilience-by-design principles.
Resilient Supply Chain Systems & Logistics Policy Design
Recognising India’s global trade role and domestic delivery dependencies, B.A.P-I. builds policy solutions for a secure, traceable, and adaptable supply chain architecture—one that can withstand shocks, neutralise disruption, and preserve the integrity of the economy and citizen services.
Areas of policy-led research include:
- Mapping of critical logistics corridors across rail, road, air, riverine, and undersea routes, aligned with Gati Shakti, multi-modal transport strategies, SEZs, and EEZ development;
- Policy design for UAS & drone logistics, including AI-managed airfreight, aerial cargo systems, and urban last-mile delivery networks;
- Development of blockchain-based traceability platforms for pharma, agri-products, electronics, minerals, and defence-grade components;
- Disaster-preparedness protocols for fallback logistics, redundant supply hubs, port hinterland integration, and digital customs infrastructure;
- Strategic frameworks for global value chain integration, resilient export-import ecosystems, and blue-water maritime supply security;
- Policy advisories for MSME supply chain governance, startup logistics platforms, and FDI diversification for critical input security;
Research, Policy & Regulatory Innovation
B.A.P-I. is a research-to-policy institute—shaping legislation, drafting national frameworks, advising ministries, and driving foresight-based dialogues across governance, industry, and society. Every vertical of our work is designed to produce:
- Model laws, regulatory guidelines, and mission plans across domains such as cybersecurity, digital infrastructure, urban resilience, climate adaptation, defence procurement, and biosecurity regulation;
- Compliance architectures for ESG adoption, risk auditing, taxation governance, fiscal digitisation, and legal conformance in high-risk sectors;
- Cross-cutting institutional mechanisms for TRIPS, WTO, and export controls, including multi-sectoral standards harmonisation, tariff integration, and strategic subsidy design;
- A full suite of policy instruments: institutional white papers, foresight studies, regulatory toolkits, and knowledge dashboards—serving stakeholders across ministries, industry bodies, PSUs, and state-level authorities.
Institutional Vision & Strategic Philosophy
The Bharat Assets Protection Institute is a frontline research and strategic policy institute dedicated to securing the structural, technological, and operational foundations of India's national capabilities. At its core, B.A.P-I. envisions a sovereign ecosystem where infrastructure systems, manufacturing capacities, and supply chains are not only efficient and innovative but also compliance-governed, resilient to disruption, and strategically protected.
Rooted in the triadic pillars of Critical Infrastructure, Strategic Manufacturing, and Supply Chain Resilience, the Institute advances interdisciplinary research, technology localisation strategies, multi-sectoral compliance mechanisms, and institutional planning tools. Its knowledge systems extend from cybersecurity, energy, maritime, and space infrastructures, to blockchain logistics, start-up ecosystems, internal security applications, and climate-resilient development frameworks.
